Zheng Yi Sao led 70,000 pirates on 1,800 ships, then won amnesty for 17,000 followers in 1810.
In 1809, pirates ravage Sanshan village, exposing the Qing Empire’s inability to protect the Pearl River Delta. The film traces that vulnerability to a crowded coastline, weak patrols, corruption and boat families pushed toward piracy. A girl born around 1775—later known as Zheng Yi Sao—joins pirate captain Zheng Yi and helps build a confederation that controls trade routes, collects protection fees and enforces its own laws. After Zheng Yi’s death in 1807, she takes command, marries Zhang Bao and imposes strict rules on loot and discipline. At its height, her fleet numbers about 70,000 pirates and 1,800 ships. The Qing’s embargo and Portuguese patrols fail; defections weaken the confederation, but Zheng Yi Sao negotiates amnesty for 17,000 pirates in 1810, keeps her ships and secures Zhang Bao a naval post. The story closes by linking piracy to state failures and the Qing’s later loss of coastal control.
