Zheng Yi Sao built a 70,000-pirate, 1,800-ship confederation, then secured amnesty for 17,000 followers in 1810.

In 1809, pirates devastated Sanshan village, exposing how little control the Qing Empire had over the Pearl River Delta. The video traces that weakness to a booming population, corruption, fragile coastal defenses, and boat people pushed to the margins. One of them, Zheng Yi Sao, joined pirate captain Zheng Yi and helped unite six fleets into a force that taxed trade, sold protection, and fought with military discipline. In 1810, 17,000 pirates received amnesty, Zhang Bao became a naval officer, and Zheng Yi Sao retired.
