In 1809, piracy terrorized China’s Pearl River Delta while the Qing Empire failed to protect its richest trade corridor. Zheng Yi Sao, once a flower-boat worker, transformed six pirate fleets into a disciplined confederation controlling salt, tea, silk, porcelain, and opium shipments. After her husband Zheng Yi died in 1807, she seized power, enforced accounting and strict laws, and ruled roughly 70,000 pirates aboard 1,800 ships—far larger than Blackbeard’s force. The Qing’s blockade and Portuguese assistance failed, but defections weakened the confederation. In 1810, Zheng Yi Sao negotiated from strength: 17,000 pirates received amnesty, Zhang Bao became a naval officer, and she retired into legal trade, leaving behind a parallel maritime state built where imperial authority had collapsed.
