In 1809, pirate fleets terrorized China’s Pearl River Delta while the Qing Empire struggled to defend its richest trade corridor. Born around 1775 among Tanka boat people, Zheng Yi Sao entered piracy through a flower boat and married fleet commander Zheng Yi. After his death in 1807, she seized control, imposed strict laws, centralized loot, punished rape and insubordination, and created a parallel maritime state with welfare, taxation, and supply networks. At her peak, she commanded roughly 70,000 pirates aboard 1,800 ships—far larger than Blackbeard’s force. Foreign-assisted Qing campaigns failed, but amnesty offers triggered defections. In 1810, Zheng Yi Sao negotiated from strength: 17,000 pirates received pardon, Zhang Bao became a naval officer, and the couple entered legal maritime trade. Her success exposed how weak government control, poverty, and strategic trade routes can turn piracy into organized political power.
